No. If you had not been in prior contact with a German university, you can apply for a student applicant visa. For 8 months, you get the opportunity to gather information about studying in Germany and see that you will meet the requirements for applying or getting admitted to the course of study. During this time, you can try to extend the residence permit without having to leave Germany.
Usually, the entry for studying is only possible with a student visa. If you have entered Germany with a tourist visa or without a visa at all, the Aliens Office will not issue you a residence permit for the purpose of study.
Exemption: Citizens of the EU as well as citizens of Australia, Iceland, Israel, Japan, Canada, New Zealand, Norway, Switzerland and the USA can enter Germany without a visa. After the entry, a residence permit for the purpose of study must be requested at the Aliens Office.
Please, inquire at the Ministry of Foreign Affairs whether you need a student visa.
Only after having received the note of authorization and being able to document the proof of funding, you can apply for a student visa at the German Embassy of your home country. Since the application can take between 3 weeks and 3 months, we advise you to contact the German Embassy of your home county as early as possible.

Currently at OVGU, only fees for long term studies (LINK) (if the duration of study exceeds the standard period by more than 4 semesters) and second degrees (Link) (if foreign applicants have already completed a degree in Germany) are charged: 500 Euros per semester.
There are tuition fees for the Master program Performance Analysis of Sports. There are also additional fees for all language courses at the OVGU Language Center and for some sports courses at the Sports Center. The semester fee (including the semester ticket) is presently 66.50 Euros.
